Joyce was born in Gouverneur on March 28, 1944, the daughter of Ernest and Vivian Peck. She has lived in Gouverneur for many years and provided child care for several local families. Joyce enjoyed crocheting, reading, growing flowers, and jigsaw puzzles.

Carl was predeceased by his parents, Lynn and Mary Soper, and a sister, Brenda. His childhood was spent on the family farm in Edwards, while his adult life was spent working construction across multiple states, and serving 20+ years with the US Army Reserves. Devoted to Eastport, he served on the city council and various city boards and committees. Determined opponents of the Pittston Company's hope to site an oil refinery in Eastport, he and Bobbie played important roles in the fight to defeat that plan.
